American woman and a Danish Man were safely on their way -

home after a bold, dark-of-night rescue by U.S. Navy SEALs.

The commandos slipped into a Somali encampment early Wednesday, shot and killed nine captors and whisked the hostages to freedom.

Jessica Buchanan, a 32-year-old American, and Poul Hagen Thisted, a 60-year-old Dane, had been kidnapped in October in the central Somali town of Galkayo, which until then had been considered relatively safe for Westerners.

Buchanan was a student leader at Valley Forge Christian College in suburban Philadelphia and the two had been working with a de-mining unit of the Danish Refugee Council when captured.

The raid’s success was welcome news for the hostages and their families, for the military and for President Barack Obama, who was delivering his State of the Union speech as the mission wrapped up. He did not mention it in his address but dropped a hint upon arriving in the House chamber by telling Defense Secretary Leon Panetta, "Good job tonight." It was the second splashy SEAL Team 6 success in less than a year, following May’s killing of Osama bin Laden in Pakistan.

The SEALs encountered some degree of resistance from the kidnappers at the encampment, two U.S. officials said, and there was a firefight during an approximately 1- to 11/2-hour operation.

The Pentagon was mostly tight-lipped about details on Wednesday, citing a need to preserve the secrecy that can give SEALs and other special operations forces an edge against the terrorists, criminals and others they are ordered to kill or capture around the world under hazardous and often hostile conditions.

Pentagon press secretary George Little said the decision to go ahead with the rescue was prompted, in part, by rising concern about the medical condition of Buchanan. He said he could not be specific without violating her privacy.

Mugisha is optimistic: "98 percent of Mogadishu is free."

Assessments are relative. That day a double explosion hit the city: hand grenades were hurled close to UN offices, and another blast killed at least six people near a camp for the thousands displaced by drought and famine.

Regular explosions from the Al-Qaeda linked Shebab’s guerrilla attacks — including suicide bombers and homemade explosives — still rock the city, where some 180,000 people have fled hunger in the hope of finding aid.

Mogadishu, at civil war since 1991, remains one of the world’s most dangerous capitals, and the United Nations has declared famine in the camps for desperate families seeking aid that have sprung up across the city.

But six months after the United Nations declared a state of famine in several regions of southern Somalia, life is gradually returning to normal in Mogadishu, despite still near daily attacks by insurgents.

The Shebab abandoned fixed positions there in August and switched to guerrilla tactics against the Western-backed government and African Union troops protecting it.

"The population is regaining confidence," added Mugisha, head of the African Union Mission in Somalia (AMISOM), whose 10,000 soldiers from Uganda, Burundi and Djibouti have battled hard to wrest control of the city from Shehab gunmen.

In central Mogadishu, street vendors offer snacks and fruit juices at busy road intersections, and people chat in the shade of trees. Donkeys pull carts, while zooming Vespa scooters evoke Somalia’s years of Italian colonisation.

Elsewhere in the city, sprawling camps of tightly packed makeshift shelters of plastic sheeting and branches dot the spaces in between the rubble of buildings destroyed by two decades of intense fighting.

"It’s probably safer here," said Shangabo Isak, a 90-year-old who fled the Baidoa region with her young granddaughter five months ago "because the drought decimated all the livestock."

"Before we had the war, now there are explosions," said Khadra Suleyman, a nurse from a World Food Programme feeding centre run by a local aid agency. "But it is less dangerous," she added.

A few hours later, a homemade bomb exploded close to the centre as people returned to their camp with the food rations they had received, killing six, including two policemen.

Around the same time, insurgents hurled hand grenades towards the UN offices, but no one was hurt in those blasts.

Almost "every day improvised explosive devices are discovered or detonated" in Mogadishu, a UN security source said, while adding that they were pleased that more people were now tipping off security forces before hidden bombs could explode.

Huge challenges remain, with the United Nations appealing for 1.5 billion dollars (1.1 billion euros) for Somalia this year.

"Up to 250,000 people still face famine … and four million (are) in urgent need of basic necessities such as water, food and medicine," said Russell Geekie, spokesman for the UN Office for the Coordination of Humanitarian Affairs (OCHA).

In recent months, famine has eased, Geekie added, but progress has been "slower than hoped."

"It’s a very difficult place to work. … It is still a dangerous place," he said.

Outside Mogadishu, the situation is dire: in central and southern Somalia, outside the control of AMISOM forces, the delivery of humanitarian aid is hampered by incessant fighting.

The United Nations has called Somalia, in ruins from multiple rounds of bloody civil war since president Siad Barre was ousted in 1991, the world’s worst humanitarian crisis.

Hardline Shebab fighters, who have imposed draconian restrictions on international aid agencies operating in the areas they control, are battling Ethiopian troops in the west and Kenyan soldiers in the far south.

Efforts are being made to train government forces in Mogadishu to support international efforts to restore stability to the long troubled region.

But many of the troops are poorly trained and often desert their posts because they are not paid for months at a time, Mugisha said.

That a man from his country charged With piracy should be tried in Somalia

instead of the Virginia courtroom where he’s being prosecuted.

Ambassador Elmi Ahmed Duale had been subpoenaed to testify at an evidentiary hearing in the case, but invoked diplomatic immunity to avoid attending. He told The Associated Press in a phone interview that there’s a system in place in his country for trying pirates, and dozens have been imprisoned.

"Why should they bring him all the way here in the U.S. to face the court when the court is already there?" he said.

The evidentiary hearing scheduled for Thursday could determine whether charges against Mohammad Saaili Shibin are dismissed.

Prosecutors say Shibin didn’t board a hijacked yacht, but operated from land in Somalia to help determine how much ransom to seek for four Americans hostages who were later killed.

Unlike other pirates caught at sea by the U.S., Shibin was captured on land in Somalia by the FBI. Prosecutors say he is the highest-ranking pirate they’ve ever charged.

Eleven other men have pleaded guilty in the case, while three others are facing murder charges.

The owners of the yacht called the Quest, Jean and Scott Adam of Marina del Rey, Calif., along with friends Bob Riggle and Phyllis Macay of Seattle, were shot to death in February several days after their boat was boarded by a band of pirates several hundred miles south of Oman.

They were the first U.S. citizens killed in a wave of pirate attacks that have plagued the Indian Ocean in recent years, despite an international flotilla of warships that patrol the area. Negotiations with the U.S. Navy were underway when shots were fired aboard the Quest.

Defense attorney James Broccoletti said the U.S. lacks the jurisdiction to prosecute Shibin and should drop the charges against him, which include piracy, hostage-taking, kidnapping and weapon charges. Shibin is also charged in connection with the hijacking of a German merchant vessel.

Broccoletti said he had hoped Duale would testify about Somalia’s constitution, its judicial system and its efforts to prosecute pirates. One of Broccoletti’s points of contention is that Shibin was never extradited, although prosecutors note the U.S. doesn’t have an extradition treaty with Somalia.

Duale said he would have liked to attend Thursday’s hearing, but that he’s too busy to make it. He also said he didn’t think he was the appropriate person to testify because his job involves Somali affairs at the United Nations, although he said would provide written statements if asked to do so by Broccoletti.

For their part, prosecutors contend in court documents that Shibin is merely trying to avoid prosecution and that the U.S. is the proper place to try him.

"Having made the choice to participate in an international crime in order to get a share of the massive ransom he negotiated, he may now be brought to justice by any member of the international community," prosecutors wrote in a court filing.

Broccoletti responded by writing that the U.S. violated Somalia’s sovereignty by plucking him from that country and flying him to the U.S. to be prosecuted without requesting permission from Somali authorities.

"The lack of treaty with Somalia is not permission given by the Somali government to the United States to enter its country and to seize its citizens for arrest, transport and prosecution. It is a statement to our government saying that they require the use of their own judicial system before they will condone the use of ours against their citizens," he wrote.

"There was no request for the removal of Shibin, a Somali citizen, made to the Somali government. This is a clear breach of international conduct."

While Broccoletti notes that Somalia has its own judicial system, he also argues in another filing that Somalia is in such a state of chaos that it is too dangerous for him to travel to and interview potential witnesses. He says that means he can’t provide an adequate defense, which the law requires, and that all charges against Shibin should be dismissed for that reason.

The al-Qaeda-linked group is now battling on several fronts, with forces from Kenya and Ethiopia, as well as local militias, taking ground recently.

The UN-backed interim government only controls the capital thanks to the AU force (Amisom) in Mogadishu.

Ethiopia originally sent troops to Somalia in 2006 to oust Islamist forces but withdrew in 2009 after suffering heavy casualties.

Their presence was particularly controversial in Somalia because the two countries fought a border war in the 1970s.

Somalia has not had a functioning central government for more than 20 years and has been wracked by fighting between various militias.

‘Strengthen gains’

Ethiopia took the strategically important central town of Beledweyne from al-Shabab in December, nine months after wresting the border town of Bulo Hawo from the group.

Somali Prime Minister Abdiweli Mohamed Ali is in Beledweyne on Friday – a rare visit outside the capital, which correspondents say shows the government’s growing confidence in its fight with al-Shabab.

The AU said its plans for strengthening Amisom would boost "gains made on the ground".

Amisom troops would occupy "areas liberated with the support of Ethiopia, in view of the urgency of the stated intent of Ethiopia to withdraw from those areas", a statement said.

A total of 5,700 extra soldiers are to join Amisom – to be made up of Djiboutians and the Kenya troops already in Somalia, as well as a small police contingent, the AU said. Djibouti had originally agreed to send 1,500 troops – of which 200 are already in Mogadishu.

No mention was made in the comminque of a 1,500-strong contingent promised earlier by Sierra Leone.

A UN-brokered peace conference at the time of Ethiopia’s withdrawal from Somalia in 2009 saw the election by MPs of moderate Islamist president Sheikh Sharif Sheikh Ahmed.

But it has been dogged with factional infighting – and the UN Security Council has said it will withdraw its funding for it unless there are serious effort to meet an August 2012 deadline to draw up a political roadmap, which should lead to elections for a new president and parliament.

Al-Shabab, which has imposed strict Sharia law in areas it controls, announced a "tactical withdrawal" from Mogadishu in August after fierce fighting with AU forces.

It has denied allegations that it was behind a spate of kidnappings from Kenya soil and said it regarded Kenya’s incursion as an invasion.
